‘As Samuel turned about to go away, he laid hold upon the skirt of his mantle, and it rent.’ Samuel used it as a symbol and says to him, ‘The LORD hath rent the kingdom of Israel from thee this day, and hath given it to a neighbour of thine, that is better than thou.
The same is the message for us. We see people introducing gimmicks and innovations, ignoring the principles of the Bible, organising so-called evangelism and church growth in their own way with all kinds of sub-scriptural and unspiritual methods; they forget that the Lord is the Strength of Israel. He is the only one who can save. As we depend upon the Spirit, we are only the declarers: we declare, we pray, we visit homes, we witness. We do all these things, but the Holy Spirit alone can open a heart, and bring a person to repentance. So since he is the Strength of Israel, or the power we depend upon, doesn't it make sense that our methods should be the ones he wants, the ones he has laid down for us. We want to please him and obey him, not only because it is right, but it is obviously the logical and the sensible thing to do, since he is the power upon whom we depend. That is the essence of what Samuel declares to Saul in these words.
