Joseph knows that Pharaoh has a low regard for shepherds and those who work with animals, and so he will deliberately announce his brothers as such, so that they are allowed to live in seclusion and no attempt will be made to force them to integrate into Egyptian society. They are to give only truthful answers, but answers that will achieve the best result for God’s people in a strange land.

Application

Joseph has already thought all this through, and is far ahead of his brothers in understanding what God is doing. Those who live close to God and study his ways have a much greater insight into his secret purposes.
