Two alternative views of verse 17 are considered by the commentators. Some think that the one in question is Job, and that his hypothetical government is considered by Elihu.
Job is in the ridiculous situation of being one who has fragmentary knowledge of justice, and yet he takes it upon himself to teach and correct him who is responsible for governing the entire creation according to his perfect wisdom. Where did Job get sufficient understanding to attempt such a task, if not from the very one that he presumes to put right? How foolish are those who think they know more than God! The only right course under difficult providences is to submit ourselves to God and to humble ourselves before his infinite wisdom. We see only a part of what he is doing, and our ignorance means that we must wait patiently for his justice to come forth.
