Philip did not know what to do. He did not expect foreigners.
What’s the problem, why cannot the Greeks be introduced to Jesus Christ, the Lord? Well, I think the only plausible answer is, because by doing this at such a time, they were putting themselves in grave danger. The Jews resented these foreign God-fearers anyway, and if they had ever entered into the temple themselves, they would of course have been executed. But now if they are going to attach themselves, from this moment, to Jesus Christ, do they know what they are letting themselves in for? Will it be safe for them? That seems to be the reason for the doubt about whether they ought to meet Christ. But Christ gives the message for the Greeks and for the Jews. His reply is for them all. Tell them, he says, and tell everyone this, that I have come to suffer and to die on a cross.
