‘These be they who separate themselves’, which presumably means – because they have not exactly separated themselves physically – that they divide into cliques or parties within the church. The people Jude mostly has in mind are not complete Christ deniers.
Those who do not have the Spirit are bound to cause divisions eventually. They may hide their true feelings for a time but in the end circumstances will arise which make them desire to express themselves. And others who are also without the Spirit will be the first to be carried away by their divisive teaching.
This verse with its unmistakable description of these men as 'natural', that is, unregenerate and as 'not having the Spirit', removes any tendency we might have to view these apostates as once being true believers. They never knew the Lord.
