When rendered in line with the KJV this proverb is about God’s sovereign disposal of all men, even those who turn away from him. Does God have a purpose for those who do not obey him and who do the opposite of what he commands? Certainly! Can they escape his will by their disobedience? Not at all! God has a more subtle and in many ways a more fearful relation to them, even though they try to take themselves out of his plan.
If any are inclined to make the Lord their enemy and to fight against him, let them remember that their defeat is written in his book from eternity past. God’s infinite knowledge surrounds our every thought, so that it is impossible for us to do anything against him. Any attempt to do so simply adds to the script of the plan of redemption and glorifies his name.
