This vision is closely connected with Daniel 7. In Daniel’s case four beasts arise separately, but these four are obviously connected with the single beast that John sees, for where Daniel sees the four resembling a lion, a bear, a leopard and a fourth dreadful beast, John sees a single beast that has parts that are like a leopard, a bear and a lion, all furious and fierce creatures, and powerful and strong and destructive.
This agent of Satan is appropriately seen as a beast because it is like a savage animal. You cannot appeal to it to show mercy. You cannot trust it or make deals with it; it is utterly treacherous and its heart cannot change. The trust of God’s people must never be in princes but only in the Lord.
It is a great mistake for the church to try to ally itself with worldly government, since the two serve such different masters. Can the church only succeed if it has the help of the secular powers? Will unconverted men, who serve the devil and are enemies of the gospel in their hearts, suddenly become evangelists for Christ? It is true that at times the rulers of this world have aided the cause of the gospel, but this is the exception and rather than the rule and we should never rely on them.
