This flows from the main idea in verse 5 – ‘But after thy hardness and impenitent heart, treasurest up unto thyself wrath against the day of wrath and revelation of the righteous judgment of God’ – but it also picks up on the distinction between Jew and Gentile, mentioned in the intervening verses. The obvious difference between them is that the Jew has the revelation of God, and most significantly he has the law.
Do all have the opportunity to be saved? No, for there is no avoiding the fact that God who is sovereign over every life, chooses that some should live and die without ever hearing his truth, even though without it they cannot be saved. They are ‘without the law’. Even with God’s revelation in Scripture, it is impossible for them to believe it without the work of the Spirit, and therefore at both points there is an election of God. He chooses who will hear his word, and he chooses who among those who hear it will receive it as truth and be converted.
