Zechariah is commanded to address only the people in Jerusalem and the land round about. He is not addressing those people who have remained in Babylon.
We may come under discipline from the Lord for some known sin which we ought to be well aware of, but instead of facing up to it and acknowledging that God is dealing with us justly, we fight against his word, and feel sorry for ourselves, and complain that the Lord is behaving inexplicably or unfairly. This evasion must be faced up to if we are to be restored to fellowship with the Lord and receive further blessing. Yet God had put it into their hearts to return to Jerusalem and he had given them a better spirit to receive this correction.
