This chapter is about all the positive things that God will do for that generation, but that does not entirely fulfil the prophecy. What God will do in the age of Messiah in the New Testament church: that fulfils it even further.
The earthly Jerusalem could never have been described as a city of truth while it is populated by fallen men and women. But if it refers to the church of God, then this language is appropriate, even though the sanctification of New Testament believers is not yet complete. This is Zion, the holy mountain of the Lord which represents authority, kingdom, rule. Verses 4 and 5 describe an idealised picture of a society, suitable to the church of God, consisting of saved men and women. It is a place of security. Here people can grow old without disease – it represents the perseverance of the saints. It is also a picture of venerable people, of wisdom: Christians have instinctive understanding. Matthew Henry makes it a picture of happiness and joy.
